In a bid to discourage use of old vehicles on public roads, the government has proposed an increase in re-registering fee of 15-year-old vehicles including two-wheelers, three-wheelers or quadricycles, and light/medium or heavy goods and passenger vehicles. The Ministry of Road Transport and Highways today issued a draft notification to hike the registration renewal fees of vehicles older than 15 years.
Registration and Fitness Renewal Fees Hiked
The Transport Ministry has passed the Central Motor Vehicle (Amendment) Rules, 2021 to come into effect from 1 October, 2021, which proposes to increase the charge for renewal and grant of fitness certificate for all personal and commercial road vehicles older than 15 years.
The renewal fees for the various vehicle segments will be as follows: Two-wheelers – Rs 1,000, three-wheelers or quadricyles – Rs 3,500, light motor vehicles – Rs 7,500, medium goods or passenger vehicles – Rs 10,000 and Rs 12,500 for heavy goods or large passenger motor vehicles.
Late Payment Penalty Imposed on Expiry of Fitness
Additionally, a late payment fees of Rs 50 per day will be levied for fitness certificates taken after the expiry of original registration date. This new development is inspired by the voluntary vehicle scrapping policy issued in the Union Budget on 1 February for 2021-22 which offers fitness test for personal vehicles older than 20 years and for commercial vehicles after the completion of 15 years.
All such renewals will be valid for 5 years and will be renewable every 5 years. The charge for conducting these tests for renewal and issuance of fitness certificates for 15-year-old vehicles is now expensive.
Fitness Tests Cost You Extra
A fee of Rs 400 will be levied for a manual motorcycle while for an automated one, a charge of 500 rupees will be charged, the government notification said.
Manual light vehicles and three-wheelers older than 15 years, will have to pay Rs 800 for fitness tests, while Rs 1,000 has been fixed for automated version on these vehicles.
Owners of manual medium goods/passenger vehicles, older than 15 years, will have to pay Rs 800 to conduct tests for renewal of grants and fitness certificates. Rs 1,300 will be charged for automated versions of the aforementioned vehicles.
In the case of heavy goods/passenger vehicles, Rs 1,000 will be charged for for manual vehicles and Rs 1,500 for automated ones.
The Ministry has also asked stakeholders to submit feedback on their proposal within a period of 30 days.
Registration Fees for New Vehicles
The government has also proposed to the set the registration fee for new motorcyles, and three-wheelers or quadricycles at Rs 300 and Rs 600, respectively.
The proposed registration fee for new light motor vehicle, medium goods/passenger vehicles and heavy goods/passenger vehicles has been set at Rs 600, Rs 1,000 and Rs 1,500, respectively.
Similarly, the renewal of registration fee for new motorcyles, and three-wheelers or quadricycles has been proposed to be set at Rs 1,000 and Rs 2,500, respectively.
While the renewal of registration fee for new light motor vehicle, medium goods/passenger vehicles and heavy goods/passenger vehicles has been set at Rs 5,000.
Additional Fees for Late Renewal of RCs
Apart from this, if the renewal of the registration certificate is delayed, then an additional Rs 300 will have to be paid for the motorcycle every month. As for the rest of the vehicles, Rs 500 will be charged extra.
