In a landmark move, the Ministry of Electronics and Information Technology (MeitY) has joined forces with tech behemoth IBM through three pivotal Memorandums of Understanding (MoUs). This strategic collaboration is poised to propel research and development in the realms of artificial intelligence (AI), semiconductor technology, and quantum computing.

IBM is set to synergize with three distinct entities within the ministry: Digital India, India Semiconductor Mission (ISM), and the Centre for Development of Advanced Computing (C-DAC). These synergies hold the potential to bolster India’s self-reliance in semiconductors and drive national missions related to AI and quantum technology.
Fostering AI Prowess via Digital India
A pivotal outcome of this partnership is the establishment of the National AI Innovation Platform (AIIP) under the aegis of the Digital India initiative. This platform will serve as a nucleus for imparting crucial AI-related skills to the youth, thereby fortifying the AI ecosystem in India.
Nurturing AI Advancements for National Impact
Furthermore, the AIIP will be dedicated to amalgamating advanced foundation models and generative AI capabilities, amplifying scientific, commercial, and human capital development in AI. It will also serve as an accelerator for incubating AI technologies and applications of national significance.
Pioneering Semiconductor Technology with ISM
Through the MoU with ISM, IBM will bolster the semiconductor research centre in fostering innovation across various domains related to semiconductor technology. IBM’s contribution of expertise on intellectual property, tools, and skill development will concentrate on logic, advanced packaging, heterogeneous integration, and advanced chip design technologies.
This concerted effort aims to fortify India’s prowess in semiconductor manufacturing, a pivotal component of the electronics and technology sector.
Empowering Quantum Technology via C-DAC
The third MoU between IBM and C-DAC signifies a crucial stride in advancing the ‘National Quantum Mission.’ Together, they will labour towards building competencies in quantum computing technology, providing training to cultivate a skilled talent pool in quantum technology, and nurturing startups in this cutting-edge field.
This collaboration will encompass workforce enablement, the development of applications in areas of national interest, research and development endeavours, and the scaling up of quantum services and infrastructure.
Upskilling Initiatives and FutureSkills Program
IBM is set to extend its support to MeitY and the National Institute of Electronics and Information Technology (NIELIT) for the FutureSkills program, aimed at upskilling the Indian workforce in the latest technologies. This partnership is slated to play a pivotal role in augmenting the capabilities of professionals in the fields of AI, semiconductor technology, and quantum computing.
Fostering Startups and Galvanizing Global Tech Titans
This collaboration with IBM dovetails with MeitY’s overarching strategy of galvanizing the Indian private sector and global technology giants to bolster key government initiatives and lend their expertise to startups.
