New Delhi, NFAPost: Prime Minister Narendra Modi stressed the crucial role of government employees in fostering trust in the government system during the inaugural National Training Conclave held at the International Exhibition and Convention Centre in Pragati Maidan. In his address, Modi highlighted the significance of capacity building, collaboration, and improved service delivery. He emphasized the need for a service-oriented approach, urging officials to take ownership of fulfilling the aspirations of the common people and to break hierarchical barriers to utilize the experience and expertise of every individual within an organization. Modi also emphasized the importance of people’s participation, innovation, and a holistic approach to governance.
The Prime Minister underscored that the training modules should be designed to instil these values in government officials, fostering a whole-of-government approach while nurturing their potential. Drawing from his experiences as Gujarat’s Chief Minister and later as Prime Minister, Modi acknowledged the presence of talented and committed officials within the government. He called upon all government employees to enhance public faith in the government system, comparing their responsibility to the credibility built by the Army.
Modi’s speech, as conveyed by the Prime Minister’s Office, was enriched with anecdotes and stories from his extensive political and administrative background. He also acknowledged a positive shift in the perception of training institutions, moving away from considering them as punishment and recognizing their crucial role in nurturing government employees over the years.
The Prime Minister discussed the challenges posed by vertical and horizontal silos and the shackles of hierarchy, encouraging officials to overcome these barriers and seek expertise irrespective of scale. He emphasized the need for training to instil the spirit of ‘Jan Bhagidari’ (public participation) in every government employee. Modi attributed the success of initiatives such as the Swachh Bharat Mission, Aspirational Districts Programme, Amrit Sarovar, and India’s substantial share in digital payments to public participation.
Modi emphasized that training is essential for all levels of employees and reiterated the iGOT Karmayogi platform’s role in providing equal training opportunities. The platform’s registration crossing the 10 lakh user base mark demonstrated the eagerness of individuals within the system to learn and grow. Modi highlighted the Karmayogi Mission’s objective of improving the orientation, mindset, and approach of government personnel, leading to contentment and happiness among employees and ultimately enhancing the governance system.
The Prime Minister wished the participants of the conclave success and encouraged them to provide actionable inputs for improving the training infrastructure in the country. He also suggested establishing an institutional mechanism to hold the conclave at regular intervals.
