C N Ashwatha Narayana Moots PLI To Be Made Hybrid Model By GCCs

Karnataka Govt invites Minister of Communications, Electronics, and IT Ashwini Vaishnav to inaugurate BTS- 2021

New Delhi, NFAPost: Karnataka Minister for IT-BT C.N.Ashwatha Narayana met Union Minister for Coms, Electronics and IT Ashwini Vaishnav and requested him to make PLI (production linked incentive) to be set up in a hybrid model by GCCs (Global Capability Centers) in emerging ‘Beyond Bengaluru’ clusters across Karnataka (5- 6 Locations), with GCCs having satellite offices in these locations and to work in hub & spoke model.

While formally inviting Ashwini Vaishnav, the Minister of Communications, Electronics, and IT, for the BTS- 2021 (Bengaluru Tech Summit) which will begin on Nov 17,

C N Ashwatha Narayana suggested having supportive policies on Hybrid work models to create new opportunities and competitive advantage for the country/state and to allow Work From Home for SEZs.

He also expressed, there is a need to rationalize the Transfer Pricing for Contract Manufacturing Companies to make India competitive on par with the rest of the world.

The Ministers also pointed out, that there was a need to identify future tech areas and offer a special transfer pricing regime for these tech sectors for the next 10 years. He also felt additional special incentives can be given for the next 10 years in notified locations.

Karnataka IT and BT Minister also opined, MEITY (Ministry of Electronics and Information Technology), GOI may consider giving a matching grant to the R&D Infrastructure Program of the state to create and strengthen the testing and prototyping infrastructure.

He also apprised Ashwini Vaishnav that GoK had already made this offering under the Engineering R&D Policy 2021 wherein GoK would provide a grant of up to INR 50 crores, in 3 different locations ‘Beyond Bengaluru’ Urban District.

C N Ashwatha Narayana also expressed the need to set up Talent Development Lab Centres& Entrepreneurship development Centres in Emerging Technology Clusters in multiple locations in the PPP model in 3-4 locations to train and upskill in VLSI, Embedded technologies, Cloud, Blockchain, etc.

He told that proposal on Karnataka’s offerings for Semiconductor Fab and High Tech Park had been sent to Secretary, MeitY, GoI wherein Karnataka had agreed to provide up to Rs.150 Cr subsidy on land for setting up semiconductor fab in the state at Harlur Industrial Area in Bengaluru Rural District.

C N Ashwatha Narayana made a request to consider removing the capping of 20% of the minimum saleable/leasable land requirement as an eligibility criterion for EMC 2.0. STARTUPS. The MSMEs (Startups), who have been funded by the Alternate Investment Fund (Venture Capitalists/AIF) could be considered as a prequalification criterion to provide loans and to extend the CGTMSE scheme. 

During his meeting with Rajnath Singh, he made a plea to hand over 750 acres of land that exists adjacent to the National Highway in Belagavi to set up an IT park. He apprised the minister that representatives of the Belagavi region, as well as the Chamber of Commerce & Industry of the region, have been pursuing this matter very rigorously. He also told, Department of Electronics, IT/BT, and S&T, GoK was very keen on developing an IT park in the said land.

While he met Pashupati Paras, the Minister of State for Food Processing, briefed about the food processing unit being set up in Ramanagara under the PPP model. He also presented Sanjeevini earthen lamps made by women SHG of Karnataka to the Union Minister.

During his meeting with Giriraj Singh, Minister for Panchayatraj he briefed him about progress in NRLM schemes in the state. Narayana also presented him with Sanjeevini earthen lamps made by women SHG of Karnataka.

During his meeting with Dharmendra Pradhan, Union Minister for Higher Education, he apprised him of the progress made in the implementation of NEP. Meanwhile, he also made a request to provide higher funds for Higher Education. Dharmendra Pradhan also appreciated the NEP implementation and told he would visit Karnataka every alternate month.

Earlier in the day he met Arun Singh, In-charge of BJP affairs for Karnataka, and greeted him with Deepavali wishes. He also greeted Deepavali’s wishes to other ministers while he presented Sanjeevini earthen lamps to them.
